Tom O’Connell

Tom O’Connell is a Program Manager at the Arizona Administrative Office of the Courts where his work is focused on implementation of the Laura and John Arnold Foundation’s Public Safety Assessment-Court (PSA) pretrial risk assessment in courts throughout Arizona.

During his career as Deputy Chief in the Maricopa County, Arizona, Adult Probation Department, Mr. O’Connell worked on implementation of evidence-based practices, including the development of graduated responses to probation violations and integration of the Offender Screening Tool (OST) risk assessment within presentence investigation reports and probation supervision, including development of training and policy. Mr. O’Connell holds a bachelor’s degree in criminal justice from Marist College, NY and a master’s degree from Northern Arizona University.
